Development and Utilization of Statistical Registers through the Integration of Administrative Data in Response to a Challenging Survey Environment
Abstract
Facing the limitations of traditional statistical production methods due to factors such as rapidly rising survey costs, increased respondent burden, and changes in the digital environment, Statistics Korea has turned to the integration of administrative data. By collecting over 300 types of administrative records from more than 120 institutions, including the National Tax Service and the National Health Insurance Service, Statistics Korea has developed both foundational statistical registers—covering population, households, housing, and businesses—and policy-oriented statistical registers focused on areas such as employment activities, households with children, and youth. These registers are being utilized to support statistical production, research, and evidence-based policymaking.
