Abstract

This study investigates the efficiency of armyworm data reporting systems in Malawi ans their influence on timely pest control and evidence based agricultural policy making. It compares centralised pest monitoring systems with Community Based Armyworm Forecasting (CBAF) mechanisms across selected Agricultural Development Division (ADDs). Drawing on data from the Malawi Ministry of Agriculture,FAO reports, and field evidence from affected districts, the research reveals systemic delays in centralised reporting and response processes. Conversely, district utilizing CBAF demonstrate significantly faster detection, improved response times , and reduced crop losses. The findings underscore the transformative potential of decentralised and digitally supported data systems in strengthening pest early warning and response. The study offers actionable policy recommendations aimed at scaling up community based forecasting and improving communication among stakeholders. By enhancing data driven pest management, this research contributes directly to building resilient agri-food systems and supports the achievement of sustainable development Goals 2(Zero Hunger) by safeguarding maize production and improving food security in Malawi.
