First experiences in compiling household distributional information in Armenia

Abstract

Well-being is a multidimensional concept, covering aspects as income, consumption and wealth. It presents a measure of people’s level of living conditions. Traditionally aggregated presentation of the macroeconomic indicators das not reflect disparities between different types of households. So the further development of household distributional accounts can help to receive such kind of answers. Household distributional accounts will provide better information on who is benefiting from growth and employment and how the benefits of economic activity are distributed across households. But distributional information which is often available from micro statistics, may not always be consistent with the indicators in macro level which are describe of economic wellbeing. For that reason it is important to bridge micro and macro statistics.
The main objectives of this work are harmonisation of national accounts and well-being statistics in Armenia and Better understanding the difference between micro and macro aggregates. It is used the methodological notes of the OECD-Eurostat Expert Group on Disparities in a National Account for finding the solution of these issues in Armenia.
This paper will present an overview of steps to compile the adjusted indicators which are required for compilation of household distributional accounts, harmonize micro and macro data and compile experimental distributional indicators for household consumption based on national accounts, Household’s Integrated Living Conditions Survey (HILCS) and administrative data. Considering the limitations of available data and micro and macro large gapes, which make it challenging to estimate complete distributional results, I have decided to solve this problem in parts. Since the data allows for the compilation of distributional results for wages and salaries, I have calculated the distributional results solely for this item. But at the beginning I have made some calculation to fill in missing values in macro level both for income and consumption sides.
The next steps are to find other statistical and administrative microdata sources, to align micro data with national accounts totals, to cluster households into household groups.
