Abstract

Effective communication of official statistics is a key factor for correct interpretation of data, usability, and impact on evidence-based decision-making. This paper presents the Bulgarian approach to communicating official statistical information among various user groups, implemented by the National Statistical Institute of Bulgaria (BNSI) within the framework of the European Statistical System and in accordance with the European Statistics Code of Practice.
The basis for communication with stakeholders is laid down in the BNSI Communication Strategy, as the approach is based on a clear identification of user groups - including policymakers, public administration, business, academia and researchers, media, students, and the general public. This paper presents specific approaches developed for each group of users, as well as tailored communication means/instruments addressing their specific needs. Dissemination on statistical information relies on modern digital tools such as new website, open data formats, and interactive visualizations, complemented by press releases, publications, and comprehensive methodological documentation, as well as social media interaction.
Special emphasis is placed on transparency, equal access to information, advance release calendars, and clear revision policies as essential elements for building trust in official statistics. The paper also discusses challenges related to statistical literacy, data misinterpretation, and digital transformation, and outlines future directions for strengthening user-oriented and trustworthy communication of official statistics in Bulgaria.
