Abstract

The National Statistics Office (NSO) Malta is implementing a coordinated programme of modernisation to strengthen statistical production. A key focus of this programme is quality assurance, metadata management, and the adoption of advanced technologies.

At the core is the Quality Management Framework (QMF). This operationalises the principles of the European Statistics Code of Practice (CoP) and the Quality Assurance Framework (QAF), embedding systematic quality checks throughout the statistical production lifecycle. In parallel, the Generic Statistical Business Process Model (GSBPM) has been adapted into a national framework. The goal is to promote process harmonisation and reinforce the link between operational workflows and quality standards.

A central element of this modernisation is the development of the Statistical Production Service Architecture (SPSA) - a metadata-driven framework aimed at enhancing standardisation and interoperability across statistical domains. To support this approach, an internal standard metadata repository is being developed. The repository will enable structured documentation, facilitate quality reviews of SPSA outputs, and strengthen transparency and methodological consistency. The SPSA initiative also includes the modernisation of questionnaires to improve respondent experience and enhance data quality through more intuitive and user-friendly data collection instruments. In addition, alternative techniques are being explored to support data editing and classification activities.

These initiatives will be extended to encompass the activities of Other National Authorities (ONAs). This collaborative approach will enhance coherence across the national statistical system and support the consistent production of high-quality statistical outputs.

By integrating robust quality and metadata frameworks, the NSO aims to establish a modern, efficient, and resilient statistical production environment. This paper outlines the conceptual foundations, practical implementation, and anticipated benefits of these initiatives and will demonstrate how systematic modernisation can support the development of high-quality, future-ready official statistics.
