Abstract

Climate change–induced migration presents a significant challenge to national statistical systems, requiring the integration of complex environmental and demographic datasets. While international standards, such as the Framework for the Development of Environment Statistics (FDES 2013) and the System of Environmental-Economic Accounting (SEEA), provide technical guidelines, a critical gap remains in the governance mechanisms necessary to synchronize data flows among institutional stakeholders.
This paper examines the role of data governance in enhancing climate migration statistics, using Egypt as a regional case study. Egypt’s vulnerability to sea-level rise and desertification necessitates a robust statistical response to track population displacement. Adopting a qualitative analytical approach, the study evaluates national institutional practices and identifies persistent challenges in data coordination, integration, and timeliness.
The study proposes a comprehensive framework for environmental data governance that operationalizes measurable indicators in alignment with the FDES components. This framework addresses institutional fragmentation by establishing clear policies for data sharing, quality assurance, and geospatial integration.
The findings demonstrate that strengthening data governance enables National Statistical Offices (NSOs) to produce more coherent and policy-relevant evidence. Moreover, this research provides a scalable model for other developing nations and contributes to the global discourse on leveraging official statistics to achieve the Sustainable Development Goals (SDGs) related to climate action and migration.
