( An Applied Study on the Energy Balance in Egypt)

Abstract

Official statistics in many developing countries face several challenges related to accuracy, completeness, timeliness of dissemination, and their ability to meet the needs of data users, particularly in critical sectors such as the energy sector. The problem of this study lies in the historical limitations in the quality of Egypt’s energy balance data in terms of consistency, Multiple data sources and differences in how the questionnaire was completed , the conversions used, Lack of detailed data on production, consumption, and losses, Data collection method , international comparability, and the lack of some indicators relevant to decision-making, which has implications for the efficiency of energy planning and the achievement of sustainable development goals. Therefore, this study aims to measure the impact of international partnerships with global statistical and energy organizations on improving the quality of official statistics related to Egypt’s energy balance, through assessing the development of data quality following the application of international standards.
The significance of the study arises from the pivotal role of energy balance data in supporting policies of consumption rationalization, improving energy efficiency, planning production and consumption, and enhancing energy security. Scientifically, the study contributes to clarifying how international cooperation can be utilized as an effective mechanism to improve the quality of statistical data.
The study adopts a descriptive analytical approach supported by comparative analysis between the energy balance data before and after activating international partnerships. This is carried out using recognized statistical data quality indicators (accuracy, consistency, completeness, international comparability, and timeliness), in addition to reviewing relevant international reports and documentation.
The findings indicate that international partnerships have significantly contributed to improving the quality of Egypt’s energy balance data through standardizing concepts and methodologies, strengthening institutional and human capacities, modernizing data collection and processing systems, as well as increasing transparency and international comparability. These partnerships have also helped bridge data gaps and enhance data reliability, thereby supporting evidence-based decision-making in the energy sector.
