Abstract
The Statistics Centre Abu Dhabi (SCAD) has developed BAYAAN the Unified AI powered decision-support platform designed to strengthen evidence-based policymaking across government entities in Abu Dhabi. Recent advances in artificial intelligence, particularly generative AI, have significantly reduced the time and cost of analyzing large volumes of structured and unstructured data.
This paper presents BAYAAN as Abu Dhabi’s first government decision support platform and integrating fragmented administrative and statistical data into a single trusted source. The platform leverages AI-driven analytics, predictive modelling, scenario simulation, and real time dashboards to support strategic planning, policy evaluation, and operational decision-making. By offering low-code and no-code analytical tools, BAYAAN democratizes access to data and analytical capabilities, empowering non-technical government users to generate insights independently.
The paper outlines the platform’s architecture, development, and evolution, and discusses early adoption, usage patterns, and initial policy impacts. The BAYAAN experience provides practical insights and transferable lessons for the design and implementation of AI-enabled decision support systems in the Abu Dhabi government.
