Challenges in integrating new data sources into Tourism Statistics: The development of a Tourism Information System (TIS) in Montenegro

Abstract
In the context of rapid digitalisation and the increasing availability of new data sources, official statistics are facing challenges in integrating these sources into existing statistical systems, particularly in smaller national statistical offices. The case of Montenegro in the field of tourism statistics highlights significant institutional, technical and organisational barriers to establishing a reliable and efficient system based on modern digital solutions.
The analysis of digital flows and tools in tourism in Montenegro reveals a fragmented system characterised by a lack of interoperability and limited access to unified and validated real-time data, which directly affects the quality and comparability of statistical outputs. Multiple unconnected information systems, as well as parallel paper-based and electronic records, complicate efficient data collection, processing and exchange between institutions.
The presentation will address the key institutional challenges in harmonising new data sources, with a particular focus on coordination among relevant institutions, improvement of the legal framework and ensuring statistical data quality. Special attention will be given to the development of a unified Tourism Information System (TIS) as a strategic solution enabling data integration, process automation and improvements in tourism statistics.
Finally, the presentation will highlight the importance of developing interoperable systems, standardising processes and strengthening institutional cooperation in order to provide a reliable basis for decision-making and effective management of the tourism sector.
