Elements of a Framework to Measure the Independence of Statistics
Abstract
In 2025, the Advisory Board on Ethics (ABE) of the International Statistical Institute (ISI) set up a team to determine how to measure the independence of statistics using publicly available current data sources. The objective was to develop a framework representing "independence" in a reproducible and actionable way, together with a tool that would enable users to assess the independence of official statistics at the country level around the world. Utility of the tool was defined from the perspective of the ABE and the ISI executive committee having comprehensive information available to develop and implement activities that would empower and support statisticians in need to strengthen their autonomy and independence. The presentation will provide an update on the development of the framework and present the tool developed. We will discuss applications, limitations, and potential future directions.
