Balancing Utility and Privacy Protections in Subnational Data (Jennifer Park)
Abstract
Official statistics at the granular level are necessary for relevant and credible evidence-based policy making, particularly at subnational levels. Recently proposed US statistical policy would diminish this granularity in order to preserve accuracy and transparency, given privacy concerns. Members of the U.S. statistical community have countered that such a tradeoff is not justified. Alternative policy approaches in the US context will be reviewed. Parallels to subnational SDG policy will be proposed.
