Abstract

Government policies and public investments influence how individuals allocate time between paid work, unpaid care, household production, and access to essential services. Yet fiscal analysis, public expenditure decisions, and development planning rarely consider these effects explicitly. This presentation examines Uganda's approach to integrating time-use statistics into economic policy through the Time for Growth (T4G) initiative.

Led by the Ministry of Finance, Planning and Economic Development, the initiative focuses initially on Agriculture and Health. It combines time-use evidence with household, labour and administrative data to examine time related constraints, gender differences in labour allocation and their implications for sector productivity and economic growth.

Drawing on Uganda's Agriculture and Health productivity diagnostics, the presentation will share early analytical results where available, alongside methodological lessons and opportunities for translating time-use evidence into practical policy applications. Particular attention will be given to how such evidence can inform public expenditure prioritization, resource allocation, medium-term budgeting, and macroeconomic analysis.

The presentation will also examine institutional arrangements, data integration challenges, and opportunities to embed time-use considerations within existing Government planning and budgeting frameworks. Uganda's experience offers practical lessons on strengthening the policy relevance of official statistics and advancing more inclusive, evidence-based, and productivity oriented economic growth.
