From Collection to Policy: Making Inclusive Data the Norm at the Ghana Statistical Service

Conference

66th ISI World Statistics Congress

Format: WSC 2027: IPS Abstract

Abstract

Inclusive data only matters if it is produced systematically and used in decisions. Mr Seidu will share how the Ghana Statistical Service (GSS) has worked to make disaggregated, inclusive statistics a routine part of national data production rather than a special exercise, and what it has taken to move from producing these data to seeing them used in policy.

The intervention will draw first on the 2021 Population and Housing Census, Ghana's first fully digital census. Beyond its general reports, GSS published a dedicated series of thematic reports that examine the situation of specific population groups and policy areas in depth. Mr Seidu will discuss how this thematic approach was designed, how it extends the reach of the census to groups that headline figures obscure, and how ministries, local governments, and civil society have used the results.

He will then reflect on the policies and practices that sustain inclusive data at GSS, including its commitments as a founding champion of the Inclusive Data Charter and the coordination role set out in the Statistical Service Act, 2019. He will detail remaining challenges, such as extending inclusive data standards across all data producers in the national statistical system.

Mr Seidu will close with lessons for other national statistical offices seeking to make inclusive data a routine feature of official statistics, and with his perspective on how the Inclusive Data Compass findings reflect Ghana's experience.
