Putting Statistical Modernisation into Practice at the National Statistics Office, Malta
Conference
Abstract
This session presents three case studies, demonstrating how statistical modernisation can be translated into practical solutions. The presentations will outline the challenges encountered when developing highly relevant products and modernising statistical processes. The case studies will outline the obstacles faced and how these were addressed, resulting in products with greater policy and user relevance, as well as a modernised statistical disclosure control framework that can enhance both operational performance and statistical output quality.
The first contribution addresses the redesign of population projection methodologies in response to rapid demographic change. The presentation highlights the challenges of modelling demographic processes during complex demographic transition and the unique context of a small island state. The presentation will discuss these challenges, and how they were addressed to develop a framework that allows a more flexible scenario-based approach for more responsive outputs.
The second contribution examines the development of new Commercial Property Price and Rent Indices, addressing the conceptual and practical challenges of measuring a complex and heterogeneous market. The presentation reflects on the balance between methodological rigor and operational feasibility.
The third contribution focuses on the modernisation of Statistical Disclosure Control (SDC) of aggregated tabular data, detailing the transition to a fully automated, Python-driven framework. The case demonstrates how automation and methodological refinement can streamline processing while still maintaining strict confidentiality safeguards.
Taken together, these contributions illustrate the practical dimensions of statistical modernisation: adapting methodologies to changing realities, leveraging automation to improve processes, and ensuring that outputs remain relevant, robust, and transparent.
