"Beyond-GDP" Explorations in Chinese Practice

Category: Committee on the Public Voice of Statistics

Proposal Description

The proposal on "Beyond-GDP" Explorations in Practice is closely aligned with the provisional track "Sustainable development by 2030 and beyond." Its core philosophy strongly resonates with the Sustainable Development Goals (SDGs) in pursuing multidimensional well-being and long-term resilience. Traditional GDP indicators fail to comprehensively measure social progress and environmental sustainability, whereas this proposal advocates for constructing an integrated evaluation system that encompasses environmental quality, social inclusion, equitable resource distribution, and public welfare. This approach precisely addresses a critical gap in sustainability monitoring. Not only does this proposal provide methodological support for "Sustainable development by 2030 and beyond," but it also drives a values-based transformation of the global statistical system toward a human-centered development paradigm within planetary boundaries. It is thus an indispensable practical pathway for achieving the Sustainable Development Goals.
This topic systematically elucidates the practical pathway and systemic solutions that China offers to the global exploration of "Beyond-GDP." Centered on the core concept of "high-quality development" and guided by the extended vision of "a community with a shared future for mankind," it constructs a deeply integrated, full-chain practical framework that harmonizes "values, measurement systems, and policy integration." Furthermore, it introduces a three-dimensional analytical approach—Well-being, Inclusivity, and Sustainability (WIS)—to achieve quantitative diagnosis and international comparison of development quality. The content includes: (1) Theoretical innovation and methodological expansion in value accounting based on Purchasing Power Parity (PPP) as the cornerstone; (2) A "Beyond-GDP" framework incorporating Chinese philosophy: indicator systems and analytical frameworks; (3) Research on the integration governance of multi-source heterogeneous data and quality assurance systems; (4) Development of comprehensive modeling and decision-making scenario simulation platforms for policy evaluation; (5) WIS national profiling and international comparative analysis.China's practice has distilled a set of adaptable and scalable methodological tools, providing an actionable paradigm for countries—especially developing nations facing multifaceted challenges—to integrate global agendas, local contexts, and statistical innovations. By sharing this case study, which combines theoretical construction and international comparative value, we aim to contribute systematic Eastern wisdom and cross-contextual methodological support to the global pursuit of a more prosperous, equitable, and sustainable path to modernization.
