Proposal Description
The Invited Paper Session entitled “Empowerment, Evidence and Enforcement: The Three E’s Shaping Ethical Practice” will focus on three strategic priorities of ISI’s Advisory Board on Ethics in ethical practice. Empowerment implies capacity building, education and the promotion of appropriate statistical governance, evidence points toward indicators of statistical capacity and academic freedom, links to the media and a public voice for the statistical profession, enforcement necessitates a response to ethical breaches and non-compliance with statistical governance.
ABE has established specific working groups/task forces for each of the above three areas. The session will begin with introductory remarks by the Session Chair, Saleha Naghmi Habibullah (from Pakistan) and will be followed by reports on the approaches and outcomes of these working groups. Ayse Bilgin (Australia) will present the deliberations of the Education Working Group, Eric Rancourt (Canada) will report on the proceedings of the Working Group on Evidence, and Gemma Van Halderen (Australia) will talk about the application of the new guidelines to the Argentina case as an example of Enforcement.
The three talks will be followed by a panel discussion in which the three presenters will be joined by Albina Chuwa (Tanzania), Chris Mukiza (Uganda) and Calogero Carletto (Italy). The panel discussion will be followed by a question-answer session. The session will end with concluding remarks and a vote of thanks by the Session Chair.
